Confidentiality
SVA is a national authority and is therefore subject to the principle of public access to official documents. This means that SVA is subject to the rules on public documents. When you send a referral to SVA, you and SVA are considered to have entered into an agreement on an assignment and this agreement is a public document. However, SVA may not disclose information regarding assignments to third parties when confidentiality exists, i.e., it must be assumed that the assignment is conditional on information not being further disclosed. This may include information regarding who sent the referral, the animal's owner and information about your animal(s).
By sending us a referral, you can also request that information about the assignment be kept confidential and that information (such as test results) be provided only to you and any recipients specified in the referral. An agreement between, e.g., SVA and a trade association may also regulate who receives data. Your request for confidentiality is therefore important. SVA will take this into account if anyone wishes to access information related to the assignment.
In some cases, SVA must disclose information even when the information is protected by confidentiality. This may include situations where SVA is required by law or regulation to share information with others. Such sharing may, for example, be necessary concerning infectious or serious animal diseases or if there is an obligation to share data with the Swedish Board of Agriculture or other public authorities.
